Santa Clara County Implements Case Management Business Intelligence System

CIBER, Inc. and the Santa Clara County Social Services Agency (SSA), successfully implemented a case management enterprise data warehouse and business intelligence system, which increased the agency’s ability to proactively meet regulatory compliance, improved business operations, and increased staff efficiency and effectiveness. The project, led by SSA, Santa Clara County CIO Mary Shamouel, enables cross-program reporting, analytics for research and evaluation, resource planning, fraud detection, program integrity and compliance oversight.

CIBER helped Social Services Agency reach its organizational goals by implementing a case management system that provides a clear view of agency operations, plus new analytical capabilities that enable better decision making. A key part of the project for the county was the creation of customized business intelligence dashboards using the SAP® BusinessObjects™ portfolio of solutions to allow agency executives, case managers and administrators a concise view of crucial data and key performance indicators. The dashboards are supported by a layered drill-down capability to facilitate analysis of concerns in the delivery of services by the agency.  This infrastructure not only enables SSA to share information, fully understand the data inter-relationship, and reduce duplication of efforts, but also empowers stakeholders with self-service access to information and data analysis to make strategic decisions.

“The entire agency is excited about this – in the past it was difficult for the business to make decisions or make sure they were complying with some of the mandates that were coming their way because they lacked the necessary means to get the information on demand,” said Shamouel. “Now they’re using the system and touting it. We’ve given the business the resources to make solid, wise, meaningful decisions.”

“By taking a phased approach that established a solid, flexible framework, and then added incremental features in releases based on business priorities, we were able to provide early benefits to the business, garnering enthusiastic support and buy-in for the CIO to move forward,” said CIBER Delivery Director Jeff Beech.

The solution allows the agency to ensure it meets requirements that are attached to income obtained from other, higher-level government agencies.  It also helps the agency to make sure its funds are spent on the citizens that need the agency’s assistance at a lowered operating cost (one example, a mandated report that required several person weeks of effort to produce now takes minutes).  Future plans for Santa Clara County SSA, CIBER and its partners include integration of data from other departments, via data sources from vendors including PeopleSoft HR/Payroll and SAP for financial data. CIBER will utilize its expertise to accelerate the deployment for In-house support services (IHSS), the Department of Employment & Benefit Services (DEBS) and the Department of Family & Children’s Services (DFCS).
